The House Committee on Ethics is the bipartisan standing committee of the U.S. House of Representatives responsible for administering the Code of Official Conduct. E11 Group built a .gov website serving both as an internal resource for House members seeking ethics guidance and a public transparency tool.
The Challenge
The Committee needed a platform to deliver ethics training materials, financial disclosure guidance, and educational resources while providing public access to committee reports and investigative findings — all within federal government web standards.
What We Did
Government website with structured content for ethics guidance (gifts, travel, campaigns, financial disclosure, outside employment), access to the House Ethics Manual, committee member directory, investigation reports, and educational materials. Unique bipartisan structure: 10 members (5 from each party) with fully nonpartisan staff.
